Fifth sanctions package brings comprehensive timber trade ban with Russia

On April 8, 2022, Council Regulation (EU) 2022/576 amending Regulation (EU) No. 833/2014 on restrictive measures in view of Russia's actions to destabilize the situation in Ukraine was published in the Official Journal of the EU. This publication follows the statement by President von der Leyen and specifies the details of the fifth package of sanctions against Russia and includes import and export bans on certain products.

The import ban covers all products of codes 44 and 9403 of the Combined Nomenclature. This means that wooden products, furniture (except seating) and furniture parts cannot be imported from Russia. This does not apply to the execution of contracts concluded before April 9, 2022 up to July 10, 2022 or to the side contracts required for the execution of such contracts.

In addition, Article 3k prohibits the sale, supply, transfer, directly or indirectly, of various goods that could contribute in particular to strengthening Russia's industrial capacities to any natural or legal person, entity or body in Russia or for use in Russia or to execute. This includes softwood and hardwood lumber as well as planed goods, veneer, plywood, fiberboard and prefabricated wooden houses. In this case, too, the prohibitions do not apply to the conclusion of contracts concluded before April 9, 2022 or to the side contracts required for the implementation of such contracts until July 10, 2022.
